21st October 2019Hull: Two year CBO for aggressive beggar
A 44-year-old man has been given a two-year Criminal Behaviour Order (CBO) at Hull Magistrates Court.
Christopher Whinn, of Reynoldson Street, Hull, was charged with two public order offences of begging and breaching a section 35 dispersal order.
The conditions of his CBO, which lasts until October 2021, prevent him from:
- Sitting or laying on the floor/pavement or in any doorway within Kingston upon Hull (as shown on the map)
- Ask another person for money or goods (including cigarettes) anywhere in Kingston upon Hull (as shown on the map), except as part of: a contract of employment, a legitimate benefit claim, a retail purchase or a banking transaction
- Enter the area highlighted as shown on the map (Newland Avenue, Hull)
- Remain in or on premises when requested to leave by the owner or their Lawful agent, that is to say when requested, to leave immediately

Community Beat Manager for Beverley and Newland, PC Wayne Mellors said: “Whinn is a persistent aggressive beggar who has caused lots of problems for the residents and businesses on Newland Avenue.
“I know the impact this has had and that’s why a CBO was submitted to the courts removing him from the area and I am hopeful this will have a positive impact.
“Whinn has made residents and business owners feel threatened
and scared when he becomes aggressive and this behaviour will not be tolerated.
“Our neighbourhood team work closely with the council, health services and charities to reach out to people who find themselves on the streets to help them rebuild their lives. However, when people are persistently and aggressively begging, causing distress to others, then we will take action.”
